General Should "map hacking" lead to a permanent ban?

I checked one replay and realized the guy was obviously map hacking . That should attract permanent ban straight. No appeal. There is already enough cheating in real life, so at least games should remain clean. Back then, once somebody got caught map hacking, nobody wanted to play with him again.
